Option to be Notified When Content Requested by Another User Becomes Available

An option is needed for users that want to be notified of the availability of content that was requested by another user. For example, User "A" requests the movie "Movie1". User "B" is interested in the "Movie1" and wants to know when it becomes available.

A button could be added to the content details page labeled something like "Notify Me" that would add the user to the notification list. See attached image for clarification.

I was looking for a "notify me when available" button anywhere to no avail. Please add this.
